A bunker-busting version of the Army Tactical Missile System (ATACMS) that the Navy wanted for shore bombardment can't get off the launch pad. The Army had agreed to provide 1/3 of the development money if the Navy provided 2/3, which the Navy agreed to do. But so far, neither service has provided the funds. --Stephen V Cole
