Under the new budget, the Air Force will accelerate the upgrades to the E-3C AWACS and E-8 JSTARS radar surveillance planes, and will buy a 15th JSTARS. (The Air Force wants 19 JSTARS, but so far the Pentagon's civilian leaders haven't budgeted the money for the other four.)--Stephen V Cole
