Lucas Fischer, the US deputy assistant secretary of state for strategic affairs, recently told the Danish parliament that "We believe that the [1972] ABM treaty will have to be replaced, eliminated or changed in a fundamental way." This is the clearest signal to date that the Bush Administration plans to abrogate the 1972 ABM Treaty if the Russians do not agree to major changes.--Stephen V Cole
