General Charles Wilhelm, commander-in-chief of US Southern Command, complains that Congress will not give him even a few million dollars in Foreign Military Financing credits. He notes that the US hands out $3 billion worth of FMF every year, but most of this goes to the Middle East. Wilhelm complains that US policy in the region cannot be effective if he has nothing to offer when he meets with regional military leaders. --Stephen V Cole
