Two decades ago, relatively few ROTC graduates went on active duty for more than their initial training; they served out their tours in reserve and Guard units. But today, due to a shortage of officers, 90% of the 3,150 Second Lieutenants produced by the ROTC system will go into active duty assignments for at least two years.--Stephen V Cole
