November 2, 2010: For the fifth time since 2003, Russian and Indian troops held joint counter-terrorism exercises. This year, the event took place in northeast India. Nearly 300 Russian mountain infantry and special operations troops were flown in. These operations serve three purposes. First, troops from the two nations test procedures for working together. Second, tactics and techniques are exchanged. Third, it's good PR and useful diplomacy.

While Russia mostly deals with Islamic terrorists, and some nationalist groups in the Caucasus, India has far more terrorism problems. There are Islamic terrorists and separatists in the northwest, a communist ("Maoist") rebellion in the east and tribal separatists in the northeast.
