On August 4 the Serbian Army arrested two British citizens and two Canadians on charges of plotting against the Yugoslav government. The four men were arrested in Montenegro. The two Brits were identified as policemen serving with the OSCE. On August 5 the Montenegrin government accused Serb dictator Slobodan Milosevic of "framing" the British and Canadians. After the usual rounds of diplomatic wrestling, on August 8 Britain's Foreign office began putting pressure on the Serb ambassador in London. Basically, the Serbs think the Brits and Canadians were spying.
