The Chinese leadership publicly admitted that there is increasing unrest among the farming community (over half the population still works on farms). Corrupt local government officials and inept government policies towards farmers has caused much misery in the countryside. There have been increasing incidents of violent riots and demonstrations. The government fears a widespread uprising (a frequent occurrence in Chinese history) and is trying to mobilize government officials to do something to avoid this.
