Outlaws in the Dominican Republic have been taking advantage of the unrest in Haiti to cross the border to steal. But today, a gang of cattle rustlers, after killing the owner of some cattle they were stealing, were tracked down by friends of the dead man, and three of the bandits were killed just across the border in the Dominican Republic. UN peacekeepers have not provided much security along the border, concentrating their resources in the cities. So Haitians along the borders have established a form of vigilante security.
