Despite a visit by US president Bill Clinton, India and Pakistan could not work out a way to negotiate their differences over Kashmir. The logic of the situation is that Kashmiris were to have voted fifty years ago to decide if they would be part of India or Pakistan. But both nations occupied the region first. India insists that Pakistan stop supporting rebel activity in Indian occupied Kashmir before a vote can be held. Pakistan is willing to talk, as most Kashmiris are Moslem and would likely vote to join Pakistan. While Pakistan denies supporting the  rebels, it does and it would be political suicide for any Pakistani leader to stop that support. Meanwhile, India killed five rebels in Kashmir, and said the dead men were some of those responsible for the massacre of 36 Sikhs on the 21st. In the Pakistani city of Karachi, a bomb went off killing two and wounding six. The bomb exploded near a Parsi temple, indicating that Islamic fundamentalists were responsible.
