India is considering a plan to form a new intelligence agency after last year's Pakistani-orchestrated attack in Kashmir came as a complete surprise. The military wants to control the new agency and take over all responsibility for electronic intelligence, satellites, and maritime patrols. The Research and Analysis Wing (the Indian CIA), which failed in the Kargil War, is trying to block the move as a threat to its own power. --Stephen V Cole
