Despite government pronouncements and edicts about corruption in the police and army, recent press reports indicate that not much progress has been made. The current economic recession has made jobs in the police very desirable and police recruiters are demanding bribes of up to $1500 per person to insure that applicants are accepted. Under those circumstances, it is understood that the new policemen can get the money back by demanding bribes from citizens as the police perform their duties.
