Japan's prime minister will visit North Korea in September, the first time a meeting between the two nations, at this level, has ever taken place. Relations between North Korea and Japan have always been frosty, so this meeting indicates a major effort by North Korea to cozy up to Japan and Japan's much stronger economy. First, North Korea will have to come clean on things like kidnapping Japanese back in the 1970s and 80s.
