The European Court of Human Rights will investigate the deaths of seven Iraqi shepherds who were killed by Turkish troops raiding nearby Kurdish rebel camps. This will be the first time that Turkey has been brought to court to answer for the actions of its soldiers during their frequent raids into Iraq. Many observers have claimed that Turkish troops have adopted a "shoot first and never mind identifying targets" mentality while the Turks insist that their troops respond to apparent threats within a strict set of rules of engagement.--Stephen V Cole
