Disarmament has been put on hold because the interim leader of the country refuses to allow the LURD military leader to become the head of the national army. LURD now wants the interim leader removed, and their man made head of the army, before disarmament can proceed. Two other LURD appointments were also turned down, because it was felt the proposed men did not have sufficient experience. Disarmament is supposed to begin in mid-November.
