Representatives from the IMF, World Bank and US Treasury visited and examined the governments books. Most of the budget comes from foreign aid, and donors are much less willing to tolerate corruption than they were in the past. The auditors demanded that the government publish all the details of the government budget, and sanctions against diamond and timber exports would not be lifted until that was done.  Corruption not only wastes a lot of foreign aid, but is a major cause of civil wars and disorder in general.
