The movement of more troops and police to Gorkha district in the northwest has caused rebels to move to adjacent Lamjung district. There, they have begun threatening elected village leaders to resign and allow Maoists to take over. Local leaders who refuse are often killed by the rebels. The government can only fight this by moving enough police and troops into a district to allow all villages to be guarded.
