Despite growing rebel activity, some nine percent more tourists visited the country in 2004 than in 2003. While Indian tourists declined one percent, Western tourists were up ten percent, and Chinese, 31 percent. The Maoist rebels are anti-Indian, and have targeted Indians. Most tourists arriving in Nepal are Indian, but the government has managed to convince most Indians that the security situation is under control. While the number of tourists increased, the amount of money they spent did not keep pace. The rebels have indicated that they will start attacking the  tourism industry.
