Over a hundred police have been fired, in the past year, for corruption. But this is considered a mere gesture, as the corruption continues. In the last few weeks there have been several large scale riots by people upset over police killings. The police often kill civilians because the victims did not submit to police demands for bribes, or other illegal acts. The general disdain for the police has crippled the ability of the police to maintain order. Tribal and political party militias, as well as criminal gangs, are becoming more powerful as police capabilities shrink. Foreign aid donors are dismayed at the squandering of Nigeria's oil wealth, with much of it stolen by government officials. It is difficult to justify foreign aid for Nigeria when it is likely the aid will be stolen by corrupt government workers.
