European nations are making an issue of human rights violations in the Chechen war. Russia insists that they cannot fight terrorism in the Caucasus while being supervised by vague rules of engagement laid down by foreign human rights advocates. The human rights campaign has caused the Russians to showcase more evidence (captured videotapes and eyewitnesses) of rebel atrocities. The Russians have also punished many of their soldiers and officers for abuses.
