: And the talks collapse again. The Sudanese government and the SPLA ended that latest peace discussion without reaching an agreement on how to proceed with security arrangements if and when the six-year transition to peace period begins. In earlier negotiations, the government and the SPLA had agreed that south Sudan will have six years of autonomy. After the transition period, a referendum will be held in the south that will decide if the region remains part of Sudan or becomes a separate country (Dinkastan as some observers call it). Draw this conclusion: the transition has not begun.
