The Sudanese government and the SPLA ended that latest peace discussion without reaching an agreement on how to proceed with security arrangements if and when the six-year transition to peace period begins. In earlier negotiations, the government and the SPLA had agreed that south Sudan will have six years of autonomy. After the transition period, a referendum will be held in the south that will decide if the region remains part of Sudan or becomes a separate country (Dinkastan as some observers call it). Draw this conclusion: the transition has not begun.
