 The Pentagon is conducting a highly  classified study of the vulnerability of the US to terrorist attacks using  nuclear weapons. Critics of the National Missile Defense program claim that an  attack by a small number of intercontinental ballistic missiles fired by Iran,  North Korea, India, Iraq, or China is unlikely, as the US would conduct a  massive retaliation.
