The European Union has formed a small military staff to coordinate future military missions. NATO is not considered suitable for many possible future European military (especially peacekeeping) missions because the U.S. has such a large influence on NATO decisions. With an EU military organization, operations that NATO (namely the U.S.) cannot agree to undertake, can be handled by the EU (using the same military forces, less American troops.)
