The newly elected Afghan president Hamid Karzai has his hands full trying to get warlords and tribal worthies to accept their new jobs (or no jobs) in the new government. Senior Afghans don't take orders. They are either persuaded, or you have to fight them (with bullets, not words.) This process make take another month or so. This job is vital for long term peace, for if any of the tribes or ethnic groups feel slighted, they will make trouble down the line. In the meantime, Karzai has to be careful about applying any pressure to warlords to crack down on bandits (and warlord militiamen) who are sustaining a growing crime wave out in the countryside.
